Victoria 3: Charters of Commerce Now Available, Expands Trade and Diplomacy Systems

Paradox Interactive has released Victoria 3: Charters of Commerce, a new mechanics pack for the grand strategy sim that puts the global economy at the heart of 19th-century statecraft. Available now for $19.99 or through Expansion Pass 2, this latest add-on overhauls trade, introduces powerful new company types, and deepens the diplomatic stakes for empire-building economists.

Where the base game modeled industry and society on a national scale, Charters of Commerce drills down into how capitalist ventures shape — and are shaped by — state policy. From regional headquarters in foreign markets to monopoly-backed prestige goods like champagne, this pack brings a wave of economic complexity to Victoria 3’s core systems.

A New Age of Chartered Companies

The highlight of Charters of Commerce is its Company Charters system, which lets players grant various licenses to their most powerful corporations. Each type brings unique bonuses and gameplay dynamics:

  • Investment Charters enable companies to set up regional HQs and pump capital into international markets.
  • Colony Charters allow companies to manage colonial regions, furthering imperial expansion via corporate governance.
  • Industry Charters let firms diversify into new sectors, potentially reshaping national production priorities.

While basic Trade Charters will be available free for all players, these advanced charters are exclusive to the paid DLC.

Monopolies and Prestige Play a Bigger Role

For those willing to take the risk, Charters of Commerce also introduces Monopolies — powerful but volatile tools that can either supercharge your economy or create exploitative, unbalanced markets. You can opt for highly efficient state monopolies or enable private monopolies that dominate the market by edging out competition.

High-performing companies may unlock the ability to manufacture Prestige Goods, which not only offer gameplay bonuses but also help solidify your country’s cultural dominance in the global marketplace.

More Diplomatic Teeth

On the geopolitical front, new Diplomatic Treaties allow nations to impose unequal trade terms and limit rival colonization efforts, giving diplomatic gameplay more nuance and leverage, especially for global powers looking to entrench their influence.
