DMM GAMES and Tookyo Games are pulling back the curtain on Shuten Order, their upcoming multi-genre adventure game, with a brand-new character introduction trailer. The spotlight this time is on Kishiru Inugami, Minister of Justice and eccentric law enforcer, voiced by the iconic Daisuke Ono (Jotaro Kujo, Erwin Smith).
Developed by Tookyo Games and helmed by Danganronpa creator Kazutaka Kodaka, Shuten Order is scheduled for digital release on Nintendo Switch and Steam in North America and Europe, with Spike Chunsoft handling publishing. The game is available now for pre-order.
Meet Kishiru Inugami – The Ghost White Arbitrator
Known as the “Ghost White Arbitrator,” Inugami is the head of the Ministry of Justice and a self-described free spirit. He’s sharp, flexible in thought, and prone to unpredictable behavior—even while upholding the law. Despite his eccentricities and legal drug addiction, his dispute resolution skills are unmatched.
Inugami is just the first of several key characters to be revealed. According to the developers, more character introductions will follow soon.
What Is Shuten Order?
Shuten Order is a genre-defying narrative adventure that blends five distinct gameplay styles—including stealth, horror, and visual novel elements—into one ambitious, story-rich experience.
The game is a collaboration between DMM GAMES and Tookyo Games, created under the direction of Kodaka, with contributions from Takumi Nakazawa, Takekuni Kitayama, artist simadoriru, and composer Masafumi Takada (Danganronpa, No More Heroes).

The novel acts as a prequel to the main game, following a young Manji Fushicho through a violent trial that forges her into the feared “Queen of Heretic Hunting.”
